STRATEGY OF SPATIAL DEVELOPMENT OF RUSSIA: ADAPTATION APPROACH AND PRIORITIZATION OF TASKS

The article is devoted to the study of the adaptation of the current spatial development strategy to the changed geopolitical and geo-economic conditions and, consequently, to the adjustment of its objectives. The aim of the article is to study the spatial development of the Ural Federal District from the angle of simultaneously occurring processes of urban agglomerations functioning and formation of supporting settlements. The objects of the study are economic processes taking place in four regions of the Urals Federal District (Sverdlovsk, Chelyabinsk, Tyumen, and Kurgan Oblasts). The research methods included fundamental philosophical approaches (abstraction and generalization, system approach, structural-functional method, method of comparative analysis, etc.), as well as technical methods (method of positioning and classification of types of regions), etc. The results of the research were obtained during the processing of the results. The final results were obtained in the course of processing statistical data provided by Rosstat, as well as the official websites of the government of the constituent entities of the Russian Federation and the administration of localities. In the course of the research the main innovation proposed in the updated strategy was studied: the formation, along with urban agglomerations, of anchor settlements, which, most likely, should connect the weakly agglomerated territory of the regions and the country. The study of the Urals Federal District revealed that there are certain trends in the formation of anchor settlements: the most agglomerated territories have fewer anchor settlements (Chelyabinsk Oblast); the largest number of population lives in agglomerated territories (except for Kurgan Oblast); in all regions anchor settlements are represented by rural settlements (in contrast to the Sverdlovsk Oblast, where most of them are urban settlements). In general, the analysis of the framework of anchor settlements in the Urals Federal District at the initial stage of their formation indicates the need for their identification, their functional purpose in a particular territory.
