Flexibility-Enhanced Planning for Coal-Hydro-Wind-Pv Wide-Area Power Systems
To boost the share of renewable energy in the power system and enhance the flexible regulation of the wide-area network, this paper introduces a planning method focused on increasing flexibility for coal, hydro, wind, and photovoltaic wide-area power systems (CHWPW APS). First of all, the quantitative model of flexibility is constructed based on the operational characteristics of various types of resources. Considering the resources characteristics in multiple areas, the two-layer optimal planning models for CHWPW APS integrating planning and operation are proposed to enhance the system flexibility. The goal of the approach is to improve the overall level of flexibility of the wide-area power system while maximizing resource utilization and minimizing investment costs and operation and maintenance costs. A comparative simulation ultimately confirms that the proposed planning method significantly enhances the flexibility of the wide-area power system while lowering its annual operational costs.
