Assortment of the Regional Business Ecosystem Effects Driven by New Motorway Projects

Large transportation infrastructure projects are pivotal drivers of economic growth and societal advancement. However, navigating the complexities of decision-making in such projects demands innovative methodologies to effectively assess their socioeconomic impacts. This paper introduces a methodological framework aimed at enhancing decision-making processes by rigorously evaluating the economic effects of large transportation infrastructure projects, particularly focusing on concession motorways. The framework, structured across three distinct levels, commences with the definition of comprehensive national economic development targets. Subsequently, it employs sophisticated economic impact analysis techniques, leveraging Input-Output modeling, to intricately examine the multifaceted effects of the infrastructure projects. Moreover, the framework innovatively integrates the estimation of economic development target coverage, providing decision-makers with a holistic understanding of the projects' alignment with overarching national economic goals. Illustrating the framework's application, a compelling case study of the concession of four motorways in Greece is presented. Through meticulous analysis, the paper underscores the transformative impact of the motorway projects on GDP growth, employment dynamics, and regional prosperity, effectively dovetailing with strategic national development imperatives. In conclusion, this paper not only elucidates a robust methodological approach but also underscores its innovative contributions to decision-making processes. By furnishing decision-makers, planners, and stakeholders with a systematic and comprehensive toolkit, this framework empowers informed choices and ensures the maximization of socioeconomic benefits derived from large transportation infrastructure projects.
