SUMMARY OF RESULTS OF RESEARCH WORK ON PERSONNEL MANAGEMENT OF ENTERPRISES - PARTICIPANTS IN TRANSPORT AND LOGISTICS SYSTEMS
During the state budget research conducted by the department “Economics of Transport, Logistics, and Quality management” at Omsk State Transport University on the topic “Assessment of the quality of functioning of modern transport and logistics system”, it was justified that the formation and development of transport and logistics system (hereinafter referred to as TLS) depends not only on financial, organizational, technical, technological, information support of each enterprise in the system, but also on personnel. It has been proven that the successful functioning of TLS on a macro- and micro-level is ensured by the commercial success of participants, achieved through effective management of the enterprise, including in the field of personnel management. It is assumed that TLS enterprises should be guided by common standards for personnel management, which in turn implies the development of organizational documents defining policies and strategies in this area, documents describing human resources technologies. The testing of this hypothesis led to the formation of a new model of personnel management system of enterprises - participants of TLS, development of documented procedures (standards of enterprise). The object of the research was the managing personnel system of enterprises - participants of TLS, subject - processes implemented within the framework of personnel policy of enterprises. The scientific contribution of the author consists in the development of theoretical and methodological aspects of personnel management of enterprises belonging to TLS, formed in the form of strategic alliances. During the study, a common information base on personnel management and basic personnel technologies was formed. Results are recommended for use in improving enterprise personnel management, developing (updating) documented procedures, establishing a regulatory framework, organizing human resources management, developing human resource capacity, and introducing new innovative directions in this field.
