Analyzing Chinas Unilateral Tariff Exemption Policy in the 2024 Forum on China-Africa Cooperation: Implications and Contributions

In the face of rising global trade tensions and economic uncertainties, Chinas 2024 unilateral tariff exemption policy for African countries adopted at the Forum on China Africa Cooperation (FOCAC) is part of a strategic shift in Chinas economic engagement in the continent. This paper delves into the economic underpinnings of the policy to untangle the potential to foster African exports, to grow the economy, and to propel industrialization on the African continent. It analyzes both the positive impacts of the policy in the areas of consumption, employment and infrastructure development, and the need to address potential negative impacts, in terms of the implications of the policy for the exchange rate of the Chinese renminbi (RMB) and more broadly, on global trade dynamics. The policy is found to align with Chinas ambition to extend global economic influence and boost South-South cooperation, and guides actionable recommendations to maximize the policys benefits and shed light on the path to future research of the policys long term impact on Africas economic structure and Chinas standing in the international trade field
