IDENTIFICATION OF EFFICIENCY AND ECONOMIC PROBLEMS

The purpose of the article is to evaluate and demonstrate on examples the correctness of the definition of effectiveness adopted in the USSR - Russia for the planned economy of the USSR and the market economy; as well as for technical systems, since efficiency is a general system concept. The conclusion is obtained - the noted definition: - is incorrect for normal systems of any nature; - is correct for the planned economy of the USSR, since an abnormal system requires an abnormal definition of efficiency. An alternative concept of system efficiency is defined through its main effect. It is shown that the main effect of a successful enterprise should be the maximization of value for the supersystem (market). From this understanding of the effect, a systemic definition of efficiency naturally follows. It is shown that it is suitable for normal systems of any nature - organizational, technical, etc. Analysis of the problematic definition of efficiency led the author to the discovery of a systemic problem of the USSR economy.
