ANALYSIS OF INTELLECTUAL AND DIGITAL CAPITAL OF RUSSIAN REGIONS
The widespread use of digital technologies stimulates the transformation and modernization of many traditional sectors of the economy at the regional level. However, the effective use of digital technologies is impossible without the appropriate knowledge, skills and experience, which is the subject of this study - intellectual and digital capital. In addition, despite the importance and relevance of the study of digital technologies and intellectual and digital capital, there are no methods for its quantitative assessment in modern scientific literature. Thus, the purpose of the study is to develop a quantitative method for assessing intellectual and digital capital at the regional level. As a result of the study, a methodology for the quantitative analysis of intellectual and digital capital is proposed - the index of intellectual and digital capital, consisting of two sub-indices: DKE - index of digital knowledge and experience; DTA - index of digital tangible assets and rights to the results of intellectual activity that contribute to the digital development of society. Clustering of Russian regions in accordance with the values of the DKE and DTA indices has been developed. The results of the study can be applied in public policy. Based on the role of the digital economy in ensuring sustainable development in the Russian Federation, this study focused on the analysis of the development of digital technologies and digital knowledge and experience. The implemented clustering of Russian regions made it possible to identify territories in which the relationship between digital technologies and digital knowledge determines both highly effective and low-effective digitalization of the socio-economic development of society.
