A Study on Efficient Rail Freight Terminal Use -with focus on owner and users in KTL Terminal-
The Kombi-Terminal Lugwigshafen (KTL) Terminal is a public-private hybrid rail freight terminal structure, which is a new method of useful terminal development where there are benefits each for the terminal owner, users, and government. However, once conflict arises, these benefits would disappear and the terminal could not be used efficiently. Thus, appropriate conflict arrangement is needed for the KTL Terminal for efficient and sustainable use. However, the current arrangement is not appropriate. It would require making new rules and contract of conflict under certain congestion in the terminal and establishing a good relationship among the terminal users for efficient terminal use.
