Review of concepts for operational congestion management with regard to Redispatch 2.0
Electricity generation is increasingly being connected to the distribution grid and must be transported through it. As a result, plants from the distribution grid are increasingly being integrated into redispatch and the use of flexibility in the distribution grid for congestion management is being discussed. This paper classifies and describes measures for operational congestion management. Requirements for a congestion management concept taking redispatch into account are defined and dimensions of the problem are described. The focus is on the Redispatch 2.0 process implemented in Germany. Strengths and weaknesses of the current implementation are identified. Possibilities for improving the modelling and alternative concepts for coordination between system operators are presented. The review shows how additional degrees of freedom in congestion management, such as reactive power from distributed energy resources, can lead to lower curtailments. Models for taking additional degrees of freedom into account are described in detail and relevant literature is presented.
