Analysis of the outsourcing risk management mechanism adapted to the characteristics of scientific research according to the quality management system

Most universities have established a quality management system to meet the access requirements for scientific research projects and strengthen research quality management. Practical exploration in developing a quality management system tailored to university research has yielded some results. However, investigation and communication reveal shortcomings in using these systems to establish an effective outsourcing risk management mechanism suited to the unique characteristics of university research. There is a notable lack of effective monitoring of two significant risks: the illegal acquisition of res earch funds and the substandard quality of outsourced products. Addressing these issues necessitates leveraging the management methods inherent in quality management systems while considering the specific research characteristics of academic institutions.
