Acquisitions of Family Farming by the City Council Of Ilha Solteira-SP, Within The Scope of the National School Feeding Policy (PNAE)

Method: Documentary research was used primarily and, as a complement, information was collected from employees linked to the aforementioned city hall, and an interview was also conducted with a professional in the area of rural extension, working in the region. Results and Discussion: The results reflect the complexity that characterizes the process of operationalizing the PNAE at the local level. Collective entities belonging to the Immediate Region stood out among those contemplated in the public calls; no farmer from the municipality sold products to the city hall in question, based on the PNAE, in the period analyzed, despite the expressiveness of local family farming. It was observed that the producers did not sell the amount formally agreed upon, which is also related to the difficulties of family farmers in meeting the demands and conditions imposed by the implementing entity. Research Implications: Broadening the perception of advances and obstacles, pertinent to the operationalization of the analyzed public policy, at a local level, with the (re)cognition of elements that allow expanding the perspectives of inclusion of family farmers, in the context of the PNAE. Originality/Value: This work represents a contribution to the field of debates about public policies aimed (also) at the family farming segment, comprising important elements in the search for strategies that allow fostering rural development.
