KYRGYZSTAN IN THE POST-SOVIET PERIOD: POLITICAL TRANSFORMATIONS AND NATIONAL IDENTITY
This study examines changes in state paternalism in Kyrgyzstan post-Soviet era, focusing on political and social transformations. It emphasizes the 2010 Constitution and 2021 amendments that increased presidential powers and executive authority. The influence of traditional Eastern values, such as collectivism and respect for the elderly, on political culture and their impact on power perception and state-society relations are discussed. In addition, the weakening of the state's social function amid economic challenges led to a shift to a market economy. Finally, the future of state paternalism in Kyrgyzstan should be viewed in the light of supporting citizens during socioeconomic crises.
