Criteria - assessment tools for inventory of accumulated environmental harm objects
Introduction. The stage of the country’s socio - economic development that ended in the Soviet period, industrialization, combined with active extraction of natural resources led to a number of environmental problems that remain unresolved to this day. Due to the underdeveloped environmental legislation of that time, owners of industrial facilities absolved themselves of responsibility for environmental damage caused by their activities, and its elimination was transferred to the powers of municipalities and the state. in connection with the completion of the inventory of OAED facilities, in 2018 the Methodological Recommendations were cancelled, therefore a new classification system is currently required, since with each current Register new NEU facilities are included in its composition. The purpose of the study is to develop an improved classification of objects of accumulated environmental damage, taking into account the degree of their negative impact on several criteria, with the introduction of a ranking system for these objects to identify the priority for taking measures to eliminate accumulated environmental damage. Materials and methods. The material for the study was the state register of OAED objects for the period September 2022 - October 2023. Results. For clarity of data display, as well as for determining the priority of liquidation of OAED, it is advisable to sum up the points obtained according to different criteria. Thus, Objects that have scored more than 16 points belong to rank I and require the development of recommendations on the advisability of carrying out work to eliminate accumulated environmental damage in the first place; Objects that have scored from 10 to 15 points - to rank II; up to 9 points - to III, and require the development of similar recommendations in the second and third places, respectively. Discussion. The limitation of the study was the study of methods for eliminating OAED for the 1st, 2nd and 3rd rank objects. As a first approximation, it can be established that for rank 1 objects, complete elimination of accumulated damage with waste recycling is required, for rank 2 - reclamation of OAED, for rank 3 - conservation. However, this topic requires detailed study not only from the technological side of the issue, but also from the economic side. Conclusion. The study showed that a comprehensive inventory of OAED objects is the basis for their high - quality elimination. The existing system of categorizing OAED objects requires improvement, therefore the given modified classification with the developed system of points for determining the priority in eliminating accumulated environmental damage allows to close the “gaps” of the existing system and to highlight the priority in eliminating accumulated damage. Resume. For a more detailed study of the problem, qualitative indicators of OAED objects (for example, hazard classes) are also needed, since it is this parameter that primarily determines the methods and means for eliminating accumulated damage. However, within the framework of this study, qualitative indicators of the OAED were not considered due to the lack of complete and reliable information.
