Are We Financially Promoting the Circular Economy?

This study examines the potential of tax and fiscal incentive policies in Turkey to promote environmental responsibility and contribute to sustainable development goals within the framework of the circular economy. It emphasizes the capacity of the state to create a green and resilient economy through fiscal instruments such as market regulations, environmental taxes, renewable energy incentives, and recycling subsidies. The study investigates the tax and incentive mechanisms implemented within the framework of public fiscal policies in Turkey's transition to a circular economy. Policies such as emissions trading, green public procurement, and recycling incentives are analyzed in terms of their potential to encourage environmental responsibility and support sustainable development. Additionally, the role of fiscal incentives in areas such as recycling, waste management, and energy efficiency in advancing the circular economy is assessed. Highlighting the capacity of public finance to accelerate this transition through market regulations and incentive policies, the study also draws attention to the importance of integrating behavioral change-oriented policies. In this context, it aims to analyze the effectiveness of fiscal instruments and offer practical solutions for the transition to a circular economy.
