A business-driven reference architecture for big data analytics implementation by public sector organizations: a case study of Uganda

Regardless of big data analytics (BDA) technologies being widely spread, there is a high failure rate associated with BDA implementation projects in public sector organizations. In addition to the huge capital invested in these projects, they fail to provide the anticipated outcomes in public sector organizations [1,2].Even if BDA can significantly improve the operations of public sector organizations, BDA implementation projects have a record of failing [3][4][5].According to several studies [6-8], many public sector organizations have not even started working on BDA programs that get past the proof of concept (PoC) stage.Organizations in the public sector are aware of the limitless prospects offered by BDA, but they don't seem to know how to go about putting these cutting-edge data technologies into practice [9].
