A Joint Reactive Power Optimization Framework with Cost-sharing Mechanism for Distribution Networks under Extreme Weather Conditions

Extreme weather conditions can cause undervoltage issues at terminal nodes in distribution networks with small-scale photovoltaic (PV) systems. Existing solutions, like upgrading PV systems, present challenges including limited adjustment ranges and high costs which discourage price-sensitive installers from participating in necessary renovations. This paper introduces a joint planning optimization framework to address terminal node undervoltage issues. The framework involves identifying and ranking weak nodes to determine the optimal placement of Static Var Generators (SVG) and upgrading traditional converters in small-scale PV systems. This approach broadens the scope of existing optimization models and reduces costs. A cost-sharing mechanism is also introduced to incentivize small PV system installers and ensure a fair and equitable distribution of the total upgrade costs. Tests conducted on a modified IEEE-33 bus distribution network system have confirmed the effectiveness of the proposed framework.
