Research on the Evaluation of the Fit of Electricity Market Development Planning Based on Cloud Model

The modernization of China's governance system and governance capacity has put forward the requirement of better serving economic and social development for the reform of electricity marketization, and it is necessary to establish indicators and methods for evaluating the electricity market from the perspective of economic and social development. In this paper, by analysing the need for the power market to adapt to the new power system and the real needs of the power market construction, we constructed a fit assessment system between the power market and economic and social development, and proposed a fit assessment model using a combination of the cloud model and the TOPSIS method. Through the transformation of the approximation of the ideal solution ordering method, the relative closeness between the cloud models is used to characterise the degree of fit for evaluation. The analysis of the final arithmetic example shows that the degree of fit between the development plan and the development objectives of an electricity market in a province is not high.
