Project activity as a prerequisite for effective functioning of research and education institutions in the field of culture under the current situation

The paper covers the issues of the essence and role of project activities in ensuring the effective functioning and implementation of their mission by scientific and educational (including HEIs) institutions in the field of culture. The study identified their functional purpose for the further preservation and reproduction of Ukraine’s historical and cultural potential in a complex multifunctional system of cultural institutions, the system of cultural and artistic education and science itself as a productive part of a modern socially oriented market economy, the formation of national consciousness, and the promotion of Ukraine’s brand on the world stage. The features of functioning of scientific and educational institutions, including in the field of culture, in the context of a full-scale Russian invasion to Ukraine are investigated. It was discovered that among the determinants of effective functioning and the gradual reproduction of the development potential of educational and scientific institutions in the cultural sphere, project activities play a significant role. The advantages and disadvantages of using the project approach in the activities of organizations are characterized, with an emphasis on the specifics of cultural institutions, including educational and scientific ones. The opportunities provided by the use of the project approach for both educational and scientific institutions in the field of culture in general and for their employees are identified. These opportunities include: creating sustainable partnerships, additional experience, increased adaptability and competitive advantages, and motivational opportunities. The role of management in the implementation of the project approach in the activities of educational and research organizations on a strategic basis is substantiated, as well as the methodologies and tools that can improve the efficiency of their activities through the project approach. The emphasis is placed on the importance of introducing project managers or project offices into the organizational structures (depending on the size and tasks of the institution), as well as the use of grant support primarily as an additional financial resource for the activities of cultural institutions in the implementation of projects, programs and project portfolios. It is noted that knowledge and experience could be considered the additional advantages of using grant support. In general, the importance of using fundraising as a tool for effectively attracting additional funding for educational and research institutions in the field of culture is substantiated.
