FEATURES OF DEVELOPING INVESTOR COST ESTIMATION DOCUMENTATION FOR EMERGENCY RESTORATION WORKS ON RESIDENTIAL APARTMENT BUILDINGS DAMAGED AS A RESULT OF MILITARY ACTIONS BASED ON EXAMPLES OF RESTORATION PROJECTS IMPLEMENTED IN THE CITY OF CHERNIHIV IN

The State Research Institute of Building Structures, being the leading organization of Ukraine for surveyingbuildings and structures, including actively participatedin the inspection of residential buildings in the cityof Chernihiv damaged as a result of Russia's armedaggression. The article examines the regulatory and legalaspects and features of the development of constructionprojects for the capital repair of objects damaged as aresult of military actions, as part of a defect report, anexplanatory note and estimate documentation based ona report based on the results of the survey. An analysisof the technical and economic indicators of restorationprojects was also made depending on the structuralfeatures of the buildings, the category of damage andthe category of technical condition. The article confirms the advisability of consideringthe possibility of optimizing the grouping of severalrestoration objects with different addresses basedon various criteria (geographical proximity, similartypes of work, etc.), followed by the development ofproject documentation and the selection of a contractorspecifically for the group of objects. This will allowfor the optimization of bureaucratic workload andcost reduction by lowering the cost of constructionproduction due to a decrease in the overall productioncosts of the construction enterprise.Additionally, given the scale of the damage, thedevelopment of resource-based elemental cost normsfor restoration work is a relevant task. The ineffectiveapplication of existing rates, which do not alwaysaccurately reflect the complexity of the work, maylead to an overestimation of labor intensity, which willdirectly impact the increase in their cost
