This study aims to identify the structural relationships between public service motivation, public values, organizational goals, organizational culture, organizational commitment, performance rewards, and organizational citizenship behavior among public officials. This research aims to provide a theoretical basis necessary for managing human resources and designing personnel policies within the public sector. For the study, data from the "2023 Public Service Life Survey" was utilized, and the significance of each relationship was tested using SmartPLS 4, a structural equation modeling tool. The analysis revealed that public service motivation, public values, organizational goals, and organizational culture had a significant positive impact on organizational commitment.Furthermore, the mediating effect of organizational commitment was also significant. In addition, performance rewards and organizational commitment exhibited a significant positive moderated mediating effect on organizational citizenship behavior. The findings of this study suggest implications for enhancing the verification of public service qualities in the selection of public service applicants and for developing human resource management systems that can foster organizational commitment and citizenship behavior. These insights can guide policymakers and organizational leaders in creating environments encouraging public service motivation and employee engagement, ultimately leading to improved public service outcomes.
