Evaluation of Drought Resilience by Local Governments Considering the Cluster Characteristics of Drought Damage History by Water Use Type
This study evaluated drought resilience based on the results of cluster evaluation using drought damage history data from water use (living, agriculture, and industry) from the nationally recognized national drought information statistics collection as factors related to past drought damage. Regional drought damage grading data derived from past drought damage data, as well as qualitative and quantitative indicators for drought resilience evaluation proposed in previous studies, were combined to evaluate regional drought resilience. The results confirmed that drought damage history data by water use had a certain level of influence on the regional drought resilience evaluation. A realistic drought resilience evaluation methodology can be used to establish prevention, preparation, response, and recovery strategies for an entire drought cycle.
