ABOUT THE DEFINITION OF THE TERMS "CONTROL" AND "MEASUREMENT" IN REGULATORY DOCUMENTS

Now in Ukraine the standards that define the terms "control" and "measurement" have existed for about 30 years and are based on standards that were developed in the USSR. In addition, the process of harmonization of existing standards with international ones is still underway, which also affects the definition of a particular term. There are also certain inconsistencies and discrepancies in the current regulatory documents (namely DSTU and international standards), which define and explain the terms of measurement and control. The aim of the work is to analyze the definitions of control and measurement processes in the existing regulatory documents, on the basis of the analysis of the existing papers to propose new definitions of control and measurement processes, which unlike the existing ones will contain information about the components of the processes of the lower level and the sequence of their interaction to obtain the final technical result. In regulatory documents, the definition of control characterizes the functional purpose of control, but does not answer the question of what actual control is from the point of view of lower-level processes. It is also not known what the term "compliance" means. The authors claims that data on a quantity or process can be obtained only in the process of measurement and it is impossible to "establish, evaluate and classify" without measurement. In the current metrology DSTU "measurement" is defined as the display of measurement values by experiment and calculations. The International Standard defines "measurement" as the process of experimentally obtaining one or more values of a quantity that can reasonably be attributed to a quantity. According to the authors, these definitions are much generalized and not specific in nature, which need to be clarified for further reflection in all considered standards. Thus, in the scientific works of Ornatsky P.P. 20 measurement methods are systematized and given, which are implemented with the help of elementary measuring tools, and in papers written by Tsapenko M.P. expressed opinion about the similarity of measurement, control and diagnostic operations. Based on these works the authors proposed a new template for defining measurement and control processes, namely ""Measurement" ("technical control") - an experimental controlled process of comparing the input "measured" ("controlled") or one or more values dependent on it with "reference" ("nominal") or values of quantities dependent on it, memorizing the results of comparisons, and forming the results of "measurements" ("control") in the form of an output digital code corresponding to this process".
