Conceptual harmonisation between D-CoC and DCC data structures representing result documents in conformity assessment

This paper addresses the issue of a possible conceptual harmonisation between the two data structures developed so far for the semantic description of conformity assessment documents for measuring instruments: EU certificates of conformity in legal metrology and certificates in calibration. Based on a detailed semantic analysis and taking into account the legal and standard requirements, the differences and similarities between the elements are identified. Challenges and opportunities in harmonising data structures are presented in a final discussion. The results can provide input to other national or international actors to achieve data and information uniformity for the purpose of a seamless digitally enabled communication.

Abstract

This paper addresses the issue of a possible conceptual harmonisation between the two data structures developed so far for the semantic description of conformity assessment documents for measuring instruments: EU certificates of conformity in legal metrology and certificates in calibration. Based on a detailed semantic analysis and taking into account the legal and standard requirements, the differences and similarities between the elements are identified. Challenges and opportunities in harmonising data structures are presented in a final discussion. The results can provide input to other national or international actors to achieve data and information uniformity for the purpose of a seamless digitally enabled communication.
