Research on Data-Driven Competency Model for Staff Positions in Command Organizations

The competence and quality of staff members in command organizations determine the effectiveness and efficiency of command. Addressing the current lack of theoretical and practical research on competency models for staff positions in command organizations, this paper proposes a data-driven framework for constructing a competency model for these positions. The process begins with preliminary design of competency characteristic indicators using literature research and semi-structured interviews, forming an initial data model. Subsequently, the Delphi method and Analytic Hierarchy Process are employed to establish the competency model. Multiple data sources, including periodic personnel evaluation data, basic human resource data, and practical assessment data, drive the computation of the competency model and quantitative evaluation of the target group's competency. Practical application demonstrates that this model has good applicability and effectiveness in areas such as staff qualification certification, promotion appointments, and precise training.
