Impact of Legal Regulations, Information Technology, Human Capital, and Transparency on The Procurement Management of Public Higher Education Institutions in Baja California

Objective: The primary objective is to evaluate how these factors influence the efficiency and effectiveness of Procurement Management in this specific context. Theoretical Framework: This study investigates Procurement Management in Public Higher Education Institutions (PHEIs) in Baja California, with a comprehensive focus on Legal Regulations, Information Technology, Human Capital, and Transparency. Method: Using a quantitative, cross-sectional approach, the study applied factor analysis and linear regression to identify interconnections and determine the magnitude of each factor’s influence on the efficiency and effectiveness of Procurement Management within PHEIs. Results and Discussion: The results highlight the importance of proper application of legal regulations in optimizing procurement processes. Additionally, it was found that defining appropriate profiles and competencies for involved personnel is crucial to ensure correct application of these guidelines and efficient resource management. The analysis also showed that transparency in procurement management, when supported by a clear regulatory framework, significantly impacts improved accountability and resource optimization. Research Implications: Effective implementation of a robust procurement management system in Public Higher Education Institutions (PHEIs) carries professional implications across multiple key dimensions for institutional functionality and efficiency. These implications are essential to ensure that PHEIs not only comply with legal requirements but also optimize resources to generate greater institutional and academic value. Originality/Value: These findings underscore the need for an integrated approach that combines regulatory, technological, and human aspects to strengthen the capacity of PHEIs in Baja California to manage their procurement processes more effectively.
