Romanian legislation from the interwar years regarding the systematization of urban localities. Rules and instructions
During the interwar period, regulations were introduce to systematize localities in the southern area of Bessarabia, which resulted in the establishment of a coherent system for city development. The article examines documents, projects, and plans that reflect the state of work in the context of urban development of Tighina, Ismail, Reni, Bolgrad, Chilia-Noua and Bugaz. Particular attention is paid to the creation of access routes between localities through the construction and restoration of bridges and roads. Moreover, most of the ports on the Danube were reorganized. The project technical documentation is verified and approved by the Superior Technical Council (Ministry of Public Works), including the control of studies, urban planning works, organization, supervision, maintenance of secondary and higher technical education for the training of needed personnel by the ministry. The analysis of the construction norms of that time allowed to highlight several urbanistic factors that determined the character of the dwellings, such as urban zoning for residential architecture, the method of placing the building on the lot, the ratio between the built and unbuilt surface; the height of the edifice; the building material used. Systematization documents appear with the specification of the city plan and of the parceled areas, which are accompanied by standard housing projects provided for the respective area.
