Evolution of regulations in the field of immovable cultural heritage in MSSR (1944 – 1955)

The present research examines the evolution of cultural heritage legislation in the Moldovan Soviet Socialist Republic in the decade since the end of World War II. The normative acts reveal the entities responsible for heritage protection, define historical and archaeological monuments and impose rules and restrictions on their use, protection and restoration. Attention is paid to the protection of museum property, highlighting the importance of conserving and securing cultural heritage objects in museum collections. Lists of state-protected monuments provide details on each monument and their status, including information on location, category, and historical dating, along with reports on their current status and the protection measures implemented. The patrimonial policy is reflected in the obligation to inventory monuments and in the establishment of restrictions and penalties for non-compliance with protection norms. It is also important to divide monuments according to their degree of permissiveness of use, demonstrating a strong commitment to the protection and conservation of the cultural heritage. The analysis of legislation and administrative practices outlines a complex legal and institutional framework aimed at ensuring both the protection and the rational use of historical and archaeological monuments.
