A conjuntura Político-Econômica 2007-2010 e a Transferência de Tecnologia nos Offsets da Aeronáutica

This paper analyzes how Brazilian political & economic environment during 2007-2010 timeframe influenced the transfer of technology offsets in the Air Force projects managed by the Coordinating Committee for the Combat Aircraft Program (COPAC), in the light of the National Defense Strategy (END). It is assumed that the latter is inserted into the context of Brazil’s political stability and economic development during the aforementioned period, taking as hypothesis that offsets so conceived achieved higher probability of effective transfer of technology than those conducted during 2000-2006 phase. It was made a qualitative and quantitative research, analyzing COPAC project’s offset implementation programs by way of hypothesis testing for populational means, using a one-tailed t-test for unpaired data. As a result, the null hypothesis was rejected, showing that, in average, transfers increased during the observed interval, thus inferring positive influence on the investigated offsets by the political & economic environment. The qualitative analysis was based on in-depth interviews conducted with COPAC project managers, using key questions related to previously based effectiveness criteria. Specialists’ view was that there was effective transfer of technology during both periods, although a lack of objective validation tools persists, and also a perception of external political factors increasingly influencing projects containing technology transfers within.
