A Construção Doutrinária da Administração Pública sob a Constituição Brasileira de 1824

This paper aims to evaluate the role played by Brazilian administrative legal doctrine in the theoretical construction of a Public Administration for the country. While it is true that Brazilian administrative legal doctrine carried out the work of organizing the state’s administrative structure, we wish to identify precisely the characteristics attributed to this structure and the state model architected in its theoretical compositions. In this way, based on the main texts of administrative legal doctrine produced in 19th century Brazil, we will examine how Brazilian legal theory developed an ontological conception of Public Administration, assessing the concept it elaborated, the characteristics it attributed to public administration abstractly considered, and the concrete organization of Brazilian public administration.
