During those years, the RAS – transformed from the USSR Academy of Sciences – was working under conditions of reforming the political, economic and legal system of the country. This affected the relationship between the Russian authorities and the Academy. The author analyzes two directions of the state policy pursued in relation to the RAS: organizational modernization (restructuring) and determining an organizational and legal form (form of a legal entity) for the RAS. These directions of the state policy were aimed at defining the rights and powers of the Russian Academy of Sciences as a subject of legal relations.
