The problem of Ukraine's readiness to implement the concept of the cultural direction of road safety

The article examines the fundamental problem of our time - improving road safety. Foreign practice in this area shows that achieving the goal of the Swedish prevention model Vision Zero - a gradual reduction, and by 2050, the complete elimination of road accidents with serious consequences - is possible, provided, among other things, that the country, its authorities, business, and citizens are ready to take a full, real interest and responsibility in the implementation of the national Concept for the Prevention of Road Traffic Offenses. The history of implementation of conceptual approaches of different orientations in Ukraine and their incorporation into successive strategies and state programs over the past 15-20 years shows that none of them has been fully implemented. In this regard, the article examines such signs of readiness for implementation as the possibility and ability to implement a complex integrated concept of the cultural direction of transport offenses prevention. The study confirms that at this historical period, Ukraine is not ready for its full and, most importantly, effective implementation. It takes time and resources. Proposals are made regarding the prospects for overcoming these urgent difficulties in the post-war period. Ukraine is capable of solving this problem in its resource context.
