SYNERGY OF LAWMAKING, RULEMAKING, LOCAL LAW MAKING OF THE MINISTRY OF INTERNAL AFFAIRS OF THE RUSSIAN FEDERATION

Introduction: the article considers lawmaking, rulemaking, local law making of the Ministry of Internal Affairs of the Russian Federation in synergy; interaction concept which was advanced in Philosophy, Education, Economics, and Jurisprudence. The experience is a fundamental theoretical basis for the synergy of lawmaking, rulemaking, local law making of the Ministry of Internal Affairs of the Russian Federation. Materials and Methods: Constitution, federal laws, regulatory acts, as well as scientific studies in lawmaking, rulemaking, local law making of the Ministry of Internal Affairs of the Russian Federation were the basis for the article. Universal dialectical method, as well as analysis, synthesis, induction, deduction, logics, legal, system and structural methods provided the methodological basis for this study which allowed explore interactions between lawmaking, rulemaking, local law making of the Ministry of Internal Affairs of the Russian Federation. Results: synergy of lawmaking, rulemaking, local law making of the Ministry of Internal Affairs of the Russian Federation made it possible to define a single mechanism of legal regulation which contributes to the development, acceptance, introducing amendments and supplements to the regulatory acts of the Ministry of Internal Affairs of the Russian Federation. Discussion and Conclusions: the analysis of the synergy allowed define the legal gaps and recommend a single draft federal law “On regulatory acts” and shape scientific views on development and enrichment of lawmaking, rulemaking, local law making of the Ministry of Internal Affairs of the Russian Federation.
