The main objectives of the scientific work are theoretical issues of the concept, signs and princi-ples of the implementation of state control and supervision, as well as the practice of carrying out the activi-ties of state bodies in this area, comparative legal analysis of the application of this legal institution in the Re-public of Kazakhstan and in the world. Based on the results of the study, it should be stated that in order to ef-fectively stimulate the state bodies of the Republic of Kazakhstan, it is necessary to carry out a comprehen-sive modernization and digitalization of their control and supervisory functions. The use of innovative digital technologies in the procedures for identifying and assessing entrepreneurial risks in the establishment of commercial activities, as well as in monitoring processes based on digital data provided by business entities themselves, will significantly increase the level of transparency and effectiveness of public administration in the economic sphere. The article examines the current theoretical and practical problems of the institutions of state control and supervision in the Republic of Kazakhstan, with an emphasis on the regulation of entrepre-neurial activity. Shortcomings of legal regulation are noted, including redundancy of requirements, lack of a clear definition of concepts and implementation mechanisms, which creates administrative pressure on busi-ness and risks of corruption. It is recommended to introduce digital technologies to assess risks, monitor and increase management transparency. The paper proposes unified approaches to the regulation of control and supervision procedures, which will strengthen the protection of the rights of entrepreneurs, strengthen the rule of law and reduce administrative barriers. The importance of improving the regulatory framework and the de-velopment of modern methods of law enforcement for the formation of a competitive economic environment and sustainable public administration is emphasized.
