Opinion paper: Phasing out of the aid provided to the livestock sector during expectedly recurrent emergencies
• Free goods and services as aid do more harm than good in the long term by distorting markets. • Phasing out of the aid must be on the cards of aid-receiving countries and donors. • Until phasing out, aid provision such as vouchers will make the private sector more vibrant. • The phasing out must be led by countries because they are the primary beneficiaries. • Aid diversion to research and development of infrastructure and human capacity is required.
