The Inability of Brazilian Industry to Plead For the Promotion of Technological Innovation as an Obstacle to The Process of Brazilian Neo-Industrialization

Objective: This study aims to evaluate the impact of the More Innovation Brazil - Digital Technologies program within the context of Brazil's New Industrial Policy, identifying potential challenges to the successful implementation of these policies. Theoretical Framework: A nation's economic development, particularly Brazil's, is closely tied to its level of industrialization. Given the current era of rapid technological advancement, Brazil's reindustrialization must prioritize advanced technologies. Small and medium-sized enterprises (SMEs) often require public funding to initiate and develop innovative projects. Assessing the maturity level of Brazilian companies in terms of their innovation capabilities can provide valuable insights into the effectiveness of current neo-industrialization policies. Methodology: This research employs a qualitative analysis of data provided by FINEP on the More Innovation Brazil - Digital Technologies program, within the framework of the New Industry Brazil policy. Data was collected through a review of information available on FINEP's website. Results and Discussion: Our findings indicate that a significant portion of Brazilian companies, especially SMEs, struggle to access the resources offered by national development agencies. The discussion section contextualizes these results within the theoretical framework, highlighting the implications and potential limitations of the study. Research Implications: The practical and theoretical implications of this research are explored, offering insights into how these findings can influence advancements in Advanced Manufacturing (Industry 4.0). Originality/Value: This study contributes to the existing literature by proposing a potential indicator for assessing the effectiveness of policies aimed at modernizing the national industry. The study's relevance and value are underscored by demonstrating that the inability of Brazilian companies to undertake technological innovation projects could hinder the success of the current neo-industrialization policy.
