Delphi-Based Framework for Evaluation of Capacity Uprate versus New Line Projects

The compare projects that are characterized by many attributes, with these attributes either qualitative or quantitative, and these attributes potentially conflicting, may be achieved by utilizing multi-criteria decision analysis (MCDA). The MCDA requires that an evaluation framework be developed as the framework forms the basis for the analysis. In this paper, the author discusses the derivation of framework for evaluation of projects to uprate capacity of lines in relation to commissioning of new projects. Details of the Delphi process conducted to arrive at the selected criteria are described in detail. The final framework comprises factors to be used in the evaluation categorized into technical, economic, environmental, and implementation groups.
