The history of public service in scientific publications 2011–2015 (based on the materials of the RSCI). Part I

The relevance of the research is associated with a sharp increase in the number of publica tions, which makes it difficult to analyze the results achieved in a particular subject area, makes it impossible to evaluate them and compare the results obtained by different authors. The article describes the methodology for selecting materials for research, analyzes modern scientific publications on the history of the state (civil) se r vice, published during the period 2011–2015. Materials with open access to the text in the RSCI database were used for consideration. The identified works were divided into several groups depending on their subject ma t ter. Within the framework of this article, only publications dealing with the general historical and theoretical aspects of public service in the past and modern public service are considered. The remaining thematic groups of publications (the history of individual departments and services in them, areas of state activity, service in various regions of the Russian Empire, the history of public service in other countries, personalities) will be analyzed in other articles. Works characterizing military and other specialized types of service were not consid ered. An intermediate conclusion is made about the insufficient attention of the authors to the general issues of the organization of public service, which prevents the solution of private problems. The understanding of the nature of public service, the lack of a generally accepted definition of it, and the issues of periodization of the development of public service in the past and present should be considered insufficiently elaborated. A separate problem for the period under consideration, characteristic, perhaps, not only for historical science, is the viola tion of formal requirements for the registration of research results. Актуальность исследования связана с резким ростом количества публикаций, что затрудняет анализ результатов, достигнутых в той или иной предметной области, делает невозможной их оценку и сопоставление результатов, полученных различными авторами. В статье изложена методи ка отбора материалов для исследования, анализируются современные научные публикации, посвящен ные истории государственной (гражданской) службы, изданные за период 2011–2015 гг. Для рассмот рения использованы материалы с открытым доступом к тексту в базе РИНЦ. Выявленные работы были разбиты на несколько групп в зависимости от их тематики. В рамках данной статьи рассматриваются только публикации, затрагивающие общеисторический и теоретический аспекты государственной службы в прошлом и современной государственной службы. Остальные тематические группы публика ций (история отдельных ведомств и службы в них, направления деятельности государства, служба в различных регионах Российской империи, история государственной службы в других странах, персона лии) будут анализироваться в других статьях. Работы, характеризующие военную и другие специали зированные виды службы, не рассматривались. Сделан промежуточный вывод о недостаточном внима нии авторов к общим вопросам организации государственной службы, что препятствует решению частных проблем. Недостаточно проработанными следует считать понимание природы государствен ной службы, отсутствие общепринятого ее определения, вопросы периодизации развития государ ственной службы в прошлом и настоящем. Отдельной проблемой для рассматриваемого периода, ха рактерной, возможно, не только для исторической науки, становится нарушение формальных требова ний к оформлению результатов исследований.
