Research on influencing factors of collaborative participation of pluralistic subjectivity in emergency logistics system based on block chain technology based on ISM model
The complexity and high degree of uncertainty of public crises bring great obstacles to governments in the process of prevention and response. Emergency logistics is an important and indispensable element in preventing and responding to and disposing of public crises, and the introduction of a wide range of logistics enterprises, the public and other nongovernmental subjects to realize the collaborative governance of emergency logistics is the key to successfully preventing and responding to and disposing of public crises. The application of block chain technology has a huge impact on the emergency logistics system. Through investigate and research and empirical analysis, this study explores the influencing factors of the synergistic participation of multiple subjects in the emergency logistics system and constructs an explanatory structural model. The results show that:(1)"emergency material resource management" and "emergency logistics route planning" are the most superficial influencing factors;(2)"unified management of emergency logistics permanent organization construction" and "Emergency logistics personnel training" are superficial influencing factors;(3) "new emergency logistics technology and mode" and "emergency financial guarantee" are middle influencing factors; (4)"Emergency logistics policy and linkage response mechanism of each main body" is the deepest influence factor. This study explores the influencing factors of the synergistic participation of multiple subjects in the emergency logistics system, and provides a decision-making basis for encouraging the participation of multiple subjects' social forces in the public cause of emergency logistics.
