O Programa Comunitário de Melhoria de Bairros da Cidade do México: uma boa prática internacional?

This article seeks to analyze the international incidence of the Mexico City Community Neighborhood Upgrading Program (PCMB) and its implications for the program itself and for the actors involved. The program is considered an innovative public policy due to its high degree of citizen participation for the development of interventions in the most marginalized neighborhoods, with resources from the Government of Mexico City. Created in 2007 from social mobilization, the program was recognized through different awards and international distinctions. Based on the literature of international diffusion of public policies and interviews conducted in Mexico City with key actors, the research was able to conclude that the international component implicated in political capital for the program but resulted in political disputes that had a negative impact on it. In addition, the PCMB has indeed innovative aspects, but a potential diffusion would have to overcome operational and political obstacles and translate the community and social particularities of each new locality.
