Two-Timescale Rolling Dispatch of RCs and MESSs During Distribution System Restoration

To repair distribution networks damaged by hurricanes, mobile energy storage systems (MESSs), wind energy, and repair collaborates (RCs) are typically arranged. But still, hurricanes can continue to cause damage during restoration, leading to new faults and interruptions in wind power. To address these issues, this paper introduces a two-stage rolling dispatch method across two timescales, taking into account the different response speeds of vehicle scheduling and system operations. Over an extended period, the scheduling of MESSs and RCs vehicles is optimized by the use of rolling optimization framework in the first-stage model to handle following faults, and projected wind speeds and load needs. Distributed generators (DGs) and MESS output decisions are made with real-time value on a short timescale. To make solving the nonlinear wind power cut-off model easier, it is also converted into a mixed-integer linear programming form. The approach is validated using the modified IEEE-69 distribution network. Results show that this approach effectively coordinates resources, reduces load loss, and improves system resilience to wind power cut-offs and faults during hurricanes.
