PBQP-H AS A FORMALISTIC STRATEGY
One of the actions in the field of public policies is the use of strategies to induce individual and organizational behaviors. The definition of a quality program for the housing sector by the Brazilian federal government is one of these attempts at induction. This theoretical study, supported by empirical understandings, aims to discuss the strategy of formalism as a phenomenon of discrepancy between the adoption of the PBQP-H certification and its use by construction companies. Here we seek to define ways of understanding the BPQP-H as a formalistic strategy for national construction, based on the perspective of Guerreiro Ramos. The main contribution of this theoretical study is to show the reader the existence of relationships between quality certifications and formalistic practices, at least in some specific situations observed empirically. From this particularized perception, two analytical possibilities emerge that permeate the organizational and interorganizational levels, in which the first focuses on the quality processes of construction companies and the second can highlight the transversal relationship produced between inducing agencies of the State and civil society and construction companies.
