THE RATIO OF PSEUDO-INVESTMENTS AND PSEUDO-INNOVATIONS
The article analyzes the issues of the es-sence and qualifying features of pseudo-investments and pseudo-innovations. Pseudo-investments can be understood as both an economic phenomenon consisting in investing funds in projects that, if proper-ly assessed, will be ineffective, and a legal phenomenon in which investments are col-lected for obvious fraud. The emergence of pseudo-innovations is possible only in the first case, since in the case of a crime, as a rule, there is no result at all, companies curtail their activities without providing any result. The main goal of the work is to iden-tify the pattern of interaction between pseudo-investments and pseudo-innovations and to propose the most effec-tive system for assessing projects, which will allow us to filter out failed ones in ad-vance. Pseudo-innovations must be distin-guished from those projects that involve a high degree of risk, for example, from clini-cal trials of new treatments or new drugs.
