Investigation of Onboard Training Quality Based on STCW Manila Amendment
With the implementation of the Manila Amendment to the STCW Convention and the arrival of the intelligent era, the requirements for seafarers’ comprehensive quality and practical ability have become stricter and stricter, and the issue of the quality of seafarers’ onboard training has received more and more attention. In this paper, firstly taking the requirements of relevant laws and regulations at domestic and international, and the Behaviorist Theory of Education as the theoretical basis, the onboard training quality assessment index system is constructed by combining with the Kirkpatrick evaluation model. Then, the analytic hierarchy process method is employed to analyze the weights of each index, and at the same time, the overall situation of the current training based on the fuzzy comprehensive evaluation is evaluated. In conclusion, it is highly recommended that seafarers’ cultivation of professionalism and vocational expertise be prioritized through onboard training, while also striving to improve the quality and effectiveness of assessments.
