Research on Planning and Control Standards of Public Passages in the Context of High-Quality Development
As a new regulated road mode proposed in 2014, public passage does not affect the attributes of land parcels, and the alignment can be adjusted according to demand, which has great advantages in land use flexibility and implementation feasibility. So public passage is an effective way to improve the density of microcirculation roads in the context of high-quality stock development. To further promote the use of public passages, this paper analyzes the existing problems and focuses on the planning phase, as well as studies relevant policies, regulations, and practical cases, based on which public passages can be classified into two categories, including motorized traffic and slow traffic. Layout principles, planning thresholds, construction standards, as well as suggestions on current planning control process, are put forward to ensure the implementation of public passages.
