Analysis of the Adaptability of Transport Policies and Regulations in the Era of Sharing Economy: Taking Bicycle Sharing Governance as an Example
In the era of sharing economy, the renewal of transport industry under the environment of “Internet+” has reconstructed the urban transport system, while positive policy and regulatory responses are crucial for urban transport governance. Based on the development of bicycle sharing and the evolution of the policy environment, bicycle sharing governance-related laws and regulations are analyzed from three perspectives, namely, the types of governance issues, the level of effectiveness, and regional differences. Then from the perspective of legal hierarchy, the differences and similarities between superior and inferior laws are also discussed. Results show that the current policies and regulations are effective in general. However, the structural configuration needs to be improved, and the legality of some subordinate laws is unclear due to the lack of superior laws. The government needs to further rationalize the structure of policies and regulations so that management can be based on evidence and be more operational.
