Research on the Reliability Assessment Method of Rural Road Performance in Road Maintenance Statistical System
A reliability assessment method was put forward to evaluate the reliability of rural road performance in the Road Maintenance Statistical System (RMSS). Based on the reliability assessment method, the reliability of rural road performance indexes for Anhui Province, Hebei Province, Shanxi Province, Hainan Province, and Yunnan Province, including 58 prefectural-level cities, and 568 counties, was investigated. Results show that if the rural road performance in RMSS was reliable, three requirements must be met: |MQI-PQI|∈[0,30]; sound and moderate road rate (SMRR)-sound road rate (SRR)∈[0,1]; moderate road length (MRL) = 0 when SMRR-SRR = 0. There are 40 counties of the samples in this paper whose rural road performance in RMSS is unreliable. It is recommended to redetect the rural road performance of the 40 counties in field.
