Reflection and Reconstruction of Logical Framework of Comprehensive Transportation Planning in the Territorial Spatial Planning System from the Perspective of Resilience
Enhancing resilience is essential for transforming traditional urban transportation planning and achieving a dynamic security balance. Resilience theory offers a fresh perspective for shaping a logical framework in contemporary comprehensive transportation planning. This article points out the shortcomings of conventional planning, particularly in terms of risk management, spatial quality, and infrastructure from a resilience standpoint. It introduces a new framework, emphasizing “overall resilience, emergency resilience, and service resilience” in territorial transportation planning. By supplementing and integrating traditional planning, this framework harmonizes with spatial planning at all levels. It offers solutions for transportation infrastructure and emergency risk management while catering to the travel needs of residents with a humanistic approach. In summary, this new framework fulfills the resilience requirements for infrastructure projects, spatial functions, and social organizations in the modern era of land and spatial planning.
