Application of Backus-Naur Forms for Investigation Financial Customs Violations
The Backus-Naur Form (BNF), a formal notation initially designed for specifying the syntax of programming languages, has promising applications in the analysis of Financial and Customs Violations (FCV). This paper explores how BNF can formalize the complex structures and procedures within legal and customs documents to enhance their automation, analysis, and compliance. By leveraging the unambiguous and hierarchical nature of BNF, complex legal concepts can be structured and simplified, enabling clear representation and reducing misinterpretation. Furthermore, BNF facilitates the development of automated systems that can detect FCVs based on formalized rules, such as anomalies in trade routes, documentation fraud, financial irregularities, and high-risk entity linkages. A BNF model for FCV is proposed in this work, incorporating syntactic rules for movement violations, document fraud, financial irregularities, and entity risks. These specifications can streamline automated detection, facilitate integration with artificial intelligence (AI) systems, and improve the understanding and maintenance of legal norms. Moreover, the BNF approach supports adaptability to regulatory changes and enables systematic identification of inconsistencies and contradictions in legal texts. The proposed BNF model highlights its potential in creating innovative solutions for detecting and preventing FCV by integrating formal language processing with AI and expert systems, ultimately increasing efficiency and compliance in customs operations.
