A Learner Survey for Official Development Assistance (ODA) Training Program Design: KOICA Training for Ethiopian Education University Professors*

This study highlights the importance of learner analysis in the early stages of Official Development Assistance (ODA) training program development and provides foundational data for program design. An online survey was conducted with faculty members from Ethiopian teacher education universities who are scheduled to participate in KOICA training programs. Learner characteristics, learning needs, and perceptions were analyzed from an educational perspective. In total, 90% of the surveyed faculty are male with a master’s degree. The key learning needs include information and communication technology education methods, curriculum design, in-depth studies with other university faculty, and preferences for long-term training programs. Additionally, concerns about primary education and teacher competency are significant. These findings underscore the need for customized training programs based on systematic needs assessments and suggest increased ODA support for primary education in Ethiopia.
