The Ummah Economic Development Zone: An Innovative Community Development Initiative by Lembaga Zakat Negeri Kedah

Poverty alleviation remains a critical issue in many Muslim-majority countries, where traditional zakat distribution models often fail to ensure long-term economic empowerment. This paper examines the Ummah Economic Development Zone (ZPEU) initiative by Lembaga Zakat Negeri Kedah (LZNK) in Malaysia, a pioneering program that aims to uplift zakat recipients (asnaf) through smart paddy farming and agro-economic projects. The ZPEU program not only addresses poverty but also promotes food security, human capital development, and economic sustainability. By aligning with national agendas such as the Wawasan Kemakmuran Bersama 2030 and the United Nations Sustainable Development Goals (SDGs), the ZPEU initiative incorporates modern technology, such as the Rice Intensification System (SRI), and builds strategic partnerships to create a holistic socio-economic ecosystem. Utilizing a qualitative case study approach, this study analyzes data from LZNK documents, academic literature, and media sources through the lens of maqasid shariah, focusing on the preservation of faith, life, intellect, lineage, and wealth. The findings reveal that ZPEU successfully integrates Islamic principles with contemporary development goals, transforming asnaf into productive economic agents, reducing dependency on zakat, and promoting zakat as a tool for sustainable economic growth. The program’s holistic approach, combining technology, education, and community engagement, offers a replicable model for Islamic social finance. This research contributes to the discourse on Islamic sustainable development by highlighting how zakat institutions can leverage technology and partnerships to create lasting socio-economic impact, offering valuable insights for policymakers, zakat institutions, and development practitioners globally.
